P43081 - Cannot See PO

A user created a PO.  The user was also on the approver route.  It shows she approved it, bypassing the person before her.  However, there is one level above her that still needs to approve.  When reviewing the Status Summary, I show the user still needs to approve.  However, when I went to P43081, I cannot find the PO no matter what options I use.

I even tried updating the PO.  The Status Summary now shows all three users still need to approve the PO, but I am still not able to see the PO on the P43081.  What am I doing wrong?
