TFA 12.1.2.8.0 unzip errors

Trying to unzip the current 12.1.2.8.0 TFA on either windows or linux and getting errors on both.  Anyone else having issues?

Windows is throwing "Error 0x80004005: Unspecified error" and RHEL is giving:
