Service Request is not defaulting bill to and ship to address from install base

Service Request is not defaulting bill to and ship to address from install base although the profile option "Service: Default Bill To and Ship To Address Options" is set to default from Install Base.

We are on R12.2.3. Any suggestion will be greatly appreciated.
