Link between item line and Corresponding withholding tax line in R12.

Scenario is, An Invoice has two lines and both the lines are AWT enabled with different tax rates. Upon validation, two WITHHOLDING TAX lines are created for that invoice.

What is the link between the item line and the corresponding tax line here?.
