How would I make a utility available as freeware to the Oracle community?

I have written a data loading utility for Oracle that I wish to make available as freeware.  Never having done this before, I'm wondering where I would post this utility and make it available for others to use.  Do I just make it available through github and then advertise the link for it there, or are there other places I can post it?  Does Oracle itself have a mechanism in the Community for sharing and making available freeware software?
