End dating a cost centre segment

If you end date a cost centre segment in GL as the segment should no longer be used by users, why is it that you are unable to upload a ADI Journal if the code combination which contains this end dated cost centre segment already exists as a combination in the system? However, the system will allow the payroll journal to post the journal for the same gl code combination which includes this end dated cost centre value?
