Knowledge Management Solution Import Program - oracle.xml.parser.v2.XMLParseException: Unexpected te

We are trying to work out how to use the Knowledge Management Solution Import Program to import solutions for a customer.

I have tried several times to get this file to upload and am continually getting the same error. I have tried doing a line-by-line comparison with the sample .dtd file in the Knowledge Management implementation guide to make sure no .xml elements are missing. As far as I can tell, everything is present that should be.

Please can you help me identify where the error is with the file?

I have never used this program before and would also appreciate any other advice.
