Line on Req not needed but cannot cancel

Requisition has 3 lines, 2 of the 3 already have PO created the 3rd line needs to be cancelled but when I click on Tools-> Control I get error saying No Controls have been found.  The planner has left the company, but I tried to re-enable her account to see if that helps and it does not - still can't cancel.

The key here is that the planner who put the requisition in is no longer here.
