Insurance exclusion causing issue in contract rebooking for asset cost change

Issue:

If a contract has an active FPI and it becomes eligible for exclusion in between contract term, the rebook (for asset cost change) cannot be completed and indicate that the contract cannot be activated due to an exclusion.

This issue can reproduced all the time. Following steps can be performed in order to reproduce the issue:

Steps:
1. Book a contract
2. Run Auto insurance Program to create and activate LEASE_INSURANCE policy effective from contract start date.
3. Create an exclusion. This could be vendor or program or asset category exclusion.
4. Rebook a contract effective from contract start date and update asset cost. Try to activate the rebook copy and the exception will be shown contract activation page.
