Proxy user id for Approvals Management

Is it mandatory that you set up a proxy user id for Approvals Management for Purchasing?  Menu G00A, HS 27.  We do not have one for our test system and things have been working fine.  Didn't want it to be a "gotcha" when we move to the production system though.  Thanks.
