Landed Cost and Receipt Routing

We are on JDE E1 9.0.  I noticed that I am able to add blind Landed Cost to a purchase order receipt that goes through receipt routing.  We have some customs duties that need to be updated at the time of receipt/movement into stock.  Can Landed Cost be updated at the time the quantities are moved into stock?  If not, can the landed cost values be updated once the item is in stock?  I have tried using the Receipt Inquiry (P43214) > Row Exit to Change Landed Cost, but I can only change the Landed Cost Rule and not the values.
