Local Routing Table Entry Order

I have implemented hundreds of LRTs and know the LRT BCP document well.  No where does it say that LRT entries need be in sort order by user, although i have always done this and have not previously seen an LRT not in sort order.  Today I am working on one that is not in order.  It seems to be working but I am wondering if there is additional CPU cost.
