Rapid clone and fs_ne

When you make a new environment using rapid clone, how and in what timing fs_ne is made in your new environmnet?

I'm searching about R12.2 Rapid Clone, referring to Cloning Oracle E-Business Suite Release 12.2 with Rapid Clone (Doc ID 1383621.1)

I understand that Run and Patch file systems are copied from source to target environment. And fs_ne is the directory of log or uploaded files by user. They are not program or property files for application. So fs_ne is not copied.
