HSM 6 QFS Quota Best Practices? (in a HA-NFS environment)

Folks,

I have recently had problems with NFS Clients filling up HA-NFS mounted QFS 6 filesystems. 

The question is, after reading the admin guide for adding quotas to "existing" filesystems, what are the "best practices" or guidelines for achieving a sound QFS quota policy???
