Siebel Data Validation Manager Expression's "GetXAVal" function

1. We have "GetXAVal" function available for Data Validation Manager's Rule expression but very little documentation about how to use it. Can anybody help understanding its usage or any example using it.

2. Can Data Validation Manager can be used to Validate any hierarchy input.
