Setting up EU Taxes for Digital Downloads

I am looking to set up all EU tax rates for web downloads.  However I am wondering if anyone else has had to so this under the MOSS scheme and whether they have found it better to set up all the EU rates under our one country regime, say GB-Tax for example for UK,  but then  if we also have another OU who should use one of these EU rates we would need to set up all over again under that regime for example DE-Tax.  Or is it better to set up all 28 regimes and have each tax rate
