ASM 12.1 create a dummy file?

In "Rman Duplicate fail ORA-19755, Tries Open The Block Change Tracking File of Source DB ( Doc ID 1098638.1  )" it states "Workaround is to create a dummy file in the location where the error ORA-19755 is signalled."  What is the command to create a dummy file (specifically the Block Change Tracking File) in ASM?
