We are wanting to restrict sales of certain products to registered handlers

This is not quite as straight forward as using the item restrictions approach.

We sell, amongst other things, chemicals that are only allowed to be sold to registered handlers of those chemicals.

Different chemicals require different registrations.

The registration needs to be renewed on an annual basis and different registrations can have different start/end dates.

So, in summary, a customer can buy chemical AAA as long as he has a current registration for that product.

The customer can buy any other product (of which there are thousands) so setting up an inclusive list for customers is impractical.
