Is there one-to-one relationship between domain and OPSS?

Hi,ALL.

Decided to create new FORMS domain and upon running config.sh

during create stage received an error:

CFGFWK-64254: Error occurred in "OPSS Processing" phase execution

Basically it says the schema is already used by another OPSS.

My question is: Why the check is done only during exec?

It did to offer me to create new schemas, just supplied existing.
