How to disable some menu option when creating a user in BM

When I access "Security > creating or modifying a user" in Business Model, I found certain tab like "create a copy" in the first screen is disabled and "Demantra Administrative Tool" and "Security Management" options in the second screen "Select User Model" are disabled too. How to re-enable these options? Please find details in the attachment. Thanks
