Unable to end-date asset activity association

When I try to end-date an activity association, I receive an error message that there is an active Work Order that lies beyond the date range.  All Work orders for the asset in question are in either COMPLETE or CLOSED, so I dont know why I cannot end-date association.  Is a "Complete" work order considered an "Active" work order?
