XML Gateway for bulk upload punchout items

I'm trying to use the XML Gateway (through OSN) to bulk upload punch out items. I'm sending an ICX/CATALOG message, but I get the error (in Transaction Monitor after submitting an XML message)

ORA-20001: user and responsibility is not setup correctly for auto bulk loading punch out items 2029 - ECX_ACTIONS.BIND_PROC_VARIABLES

Can anyone help me what I need to setup to get rid of this error?
