Patches 22231540 and 22954983 from ( Doc ID 2176711.1 ) are not available for download

We are running into the same issue as documented in Doc ID 2176711.1 after applying patches 2165013 and 22290338

After Applying EAM And INV Patches, Adop Finalize Phase Reports Crossedition Trigger Errors (Doc ID 2176711.1) references that the fix for this issue is as follows:

"Download and review the readme and pre-requisites for Patches. 22231540:R12.EAM.C and 22954983:R12.EAM.C. "

I have searched for these patches and they do not show up in the list for download. I need to download these patches so I can correct this issue.
