Generate Pricing in Order Management

Here's the scenario for which I'm trying to develop the most flexible and effective resolution:

Our pricing strategy is a cost plus model.  Instead of price lists, we maintain cost lists.  Against these costs, we apply surcharge %'s based on various factors.  Pretty straight forward up to this point.  The issue is that our unit costs vary greatly from one order to the next, and we need to have the flexibility to allow the order creator to override the default unit costs coming from our QP lists.  This needs to happen prior to the application of the surcharges.
