Unable to patch agent Home - EM13c

Hello,

Based on my previous post on Discovering wrong targets in case of Data Guard,  Later after some time got update as it is official bug with number 22723796.

Now I wanted to test by applying the patches on my Data Guard environment, the patches are

OMS System Patch
================
OMS System Patch 13.1.0.0.160531: Patch 23294904
OMS Side Db plugin Patch : Included in this month's OMS-Side System Patch( no need to apply separalty

Agent Side
===========
Agent-Side 13.1.0.0.160531: Patch 23208577
Agent-Side db plugin Monitoring 13.1.1.0.160531: Patch 23294830

Agent-Side db plugin Discovery 13.1.1.0.160531: Patch 23294839

I have patched OMS successfully without any issues, now am trying to patch at agent side. As per the readme file the instructions to apply from EM(Patching and provisioning) using direct link of MOS account. Instead of that i wanted to apply patch manually for all the 3 agent side above patches.
