Capitalizing interest in PA

I am investigating using capitalized interest.  We currently have many projects that we capitalize assets in and have been calculating the cap interest manually and then entering via an expenditure batch.  I am trying to get this set up in a test instance to play with and am stymied at the first form.  When setting up the capitalized interest rate information it requires an expenditure type.  The LOV is empty for this field even thought I know we have many expenditure types set up.  I looked at there set up and cannot find anywhere to make them visible to the
