TNS-04013: CMCTL timed out waiting for Oracle Connection Manager to start

Hi there

I am trying to configure oracle 11g connection manager but getting the following error when I start the OCM Instance.

CMCTL> admin cman1

Current instance cman1 is not yet started

Connections refer to (ADDRESS=(PROTOCOL=tcp)(HOST=192.xxx.yy.103)(PORT=1522)).

The command completed successfully.

CMCTL:cman1> startup

Starting Oracle Connection Manager instance cman1. Please wait...

TNS-04013: CMCTL timed out waiting for Oracle Connection Manager to start

Nothing appears in the cman logs and all other comms between the environments seems fine.  At the moment it is timing out after about a minute.

I've reviewed my .ora files and I just cannot see where the problem is
