Customized report will populate in BIP but not in CM

We have an urgent issue that is impacting our ability to go live with CM 14.2. We have a customized version of R_CE_04 that will populate with data in BIP 11.1.1.9.0 but when executed in CM 14.2.3 it will not populate at all. This is a critical report for the end users. We are on Windows Server 2012 R2 using a sql database.

Any help would be appreciated.
