setting user preferences globally

Hi

We're trying to implement a Hyperion Planning form v11.1.2.3.500, and it requires users to set the user preferences before they can start.  Is there any way to upload these preferences or have the admin set them without making the users setting it themselves?  Thanks so much in advance.
