oracle 11.2.0.4 and php oci8

hi!

Good evening , I hope you can help me with this:

An update of 11.2.0.1 to 11.2.0.4 oracle took place , it does not allow me to connect from php ( OCI 8 version 1.4.10 and oracle client run time library version 11.2.0.3 )

i checked that the settings were correct  but still showing the error oci_connect():ORA-12541:TNS_no listener.

could guide me about it?
