Can we send Entry Effective Date from OTL to BEE for an Information element?

in Payroll and OTL - EBS (MOSC) Question

We have several FMLA-related elements that are classified as "Information" as there is no earnings for them.  

We are setting up an FMLA accrual plan and these FMLA-related informational elements need to decrease the balance.   Therefore, we need the "Entry Effective Date" value transferred from OTL to BEE.   

Can "Entry Effective Date" be transferred for "information" elements?   If so, how do we set that up?
