Question about PSU patching sequence on RAC

So the setup is Oracle 12.1.0.2 with no patch installed. The new PSU is 2016-July.

Edit: This PSU is a non-rolling patch.

According to the readme for Oracle Grid Infrastructure System Patch - 23615308

I am a bit confused with this part: Section 2.4 Patch Installation: (2.4.3.)

Suppose there are three nodes: node1 and node2, node3.

node1 is the local node and node2,node3 is remote node.

According to 3.a. I would stop GI stack / crs in node2, node3.

In 3.b. We would start up GI stack in node1.

In 3.c. It said 'Patch the GI and RAC homes' but did not say the ordering.
