creating new organization in Inv management by copying from another organization

Today, I created a new organization (retail store) and I did this by copying it from another organization.  I noticed some of the items didn't transfer from the copy Inventory report.  I check the and message I read was this:

Current NLS_LANG and NLS_NUMERIC_CHARACTERS Environment Variables are :

American_America.AL32UTF8

'.,'

Do you think this cause some of the items not being transferred to the new org?
