Does anyone know how to cancel a contract line (CLIN) in Oracle Project Contracts?

Does anyone know how to cancel a contract line (CLIN) in Oracle Project Contracts?  If you have a CLIN that is Active and attempt to delete it you get a popup message stating that you can only delete a line that has a status of Initial Entry or Cancellled.  I know what Initial Entry status is but I have not found a way to Cancel a line.
