Entering Outside Processing Cost under "User Defined Item Costs"

We have several sub-elements of OPS cost coming from resources we have defined. Currently those are coming from rollups.

We seek to stop using the rollups but maintain the historical costs structure under "User Defined Item Costs". When trying to enter manually the costs to OPS sub-element, we get no values.

Is it possible to update the cost of outside processing not through rollups? If yes, can you suggest what we are missing?
