eAM one step material issue- R12.2.5- Can't issue any other material than what was already issued

We recently upgraded to R12.2.5 from R12.2.3 and notice that when we go to One step material, the WO number is entered and try to enter a material in the look up, the lookup can identify only the originally issued item (through two step) and no other material can be issued. Has anyone else noticed this behaviour?
