getting error "Order is not eligible for booking. Check workflow status for this order" when booking

Order is not eligible for booking. Check workflow status for this order. when booking a sales order, have gone through metalink notes and nothing helps. I created a new order type which is a copy of Standard order type. it happens for all order types and customers.
