Can Lot Control be used on Non-Inventory Items

Hello,

  We've got Install Base Ship Charges that are set up as non-inventory items. (We ship these software items & currently add serial numbers in Shipping Transactions)  These items were initially setup with Serialization at Sales Order Issue, which was not an issue, however now my user wants to assign a single serial number to more than one "item" which cannot work.  Toying with the idea of switching to Lot (Full Control) instead but don't know if that is possible.

Does Oracle allow you to tag this type of item as Full Lot Control and allow assignment of a lot number during shipping?  If so, please explain in detail.
