Stop Charges: Maximum Out of Route Miles

in Oracle Transportation Management (MOSC) Question

I'm mainly reaching out to see (1) if anyone else has this issue and (2) if anyone that does have it has reached a solution.  We are in version 6.4.1 and are not on the cloud.

In OTM, there is a field that can be used on either the rate offering or rate record level to apply a stop charge.  This stop charge will apply to all stops over "x" ("x" is defined in another field).

We have service providers that have a maximum out of route distance for something to be considered a stop.  I will use 5 miles for this example, with D2 being the furthest stop in the given shipment:
