Does a contract template need to be of type "Buy" or "Sell". You cannot have a contract template of type "Other"

Oracle allows a user to draft a contract repository record of type "Other" but we are unable to apply a contract template to these records.

Repository Contract Template Field has no values in LOV (Doc ID 1510163.1

In relation to document (Doc ID 1501698.1) "On my 'Contract Type' configuration, when defining a contract type with an 'Intent' of 'Other, I am unable to click the 'Enable Terms' checkbox.  Is this the intended functionality? In other words, are we unable to enable terms for 'Other' contract types?
