DBSAT ist giving : Skipping .... on customer site, on test it is working fine

on customer site i got at the end of the reports this message:

Skipped Inactive Users
Skipped Privilege Analysis
Skipped Encryption Parameter Check
Skipped RAS Policies
Skipped TSDP Policies
Skipped Unified Audit Policies
Skipped PMON processes
Skipped Agent processes
Skipped Listener processes
Skipped Agent and Listener process check

on my test environment wit the same Parameter for dbsat i get only:

Skipped Inactive Users
Skipped Encryption Parameter Check
Skipped RAS Policies

What an i doing wrong on customer site ? who can i debug it?

The owner of oracle executable ist the same as the user who is calling the DBSAT
