Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. jl8469071c.sql script taking long time while 12.1.3 upgrade

Hi,

I'm upgrading applications from 11.5.10.2 to 12.1.3.

While applying 12.1.3 patch 9239090, the script jl8469071c.sql is taking 1 hour to finish.

How can we reduce that time? since we have less down time.

Can we safely skip this job according to Doc ID 1311375.1 since we are not using Latin America Localizations ?
