Transaction Control validation on Requisition Copy

We have put a Transaction Control Extension validation which will error out a transaction if Expenditure Item Date is past vis-a-vis System date when User raise a Requisition.

This works well, when User raises a requisition and if expenditure item date entered is in past, an error message is thrown.

However, when User copy a requisition from an older requisition (With an expenditure item date in the past date), we see that the copied requisition has missing information related to Projects. The information missing from the copied requisition are Project, Task, Expenditure Type, Expenditure Organization and Expenditure Item date. 

I thought this was a bug in Oracle iProcurement Requisition. Since, Project information should not vanish or erase when Transaction Control validation is not successful during Requisition Copy scenario.
