Discount Based on Distributor Levelwise

Hello All,

In Our Business there are distributors/resellers defined. 
The distributors receive discounts based on their “level” (Gold, Silver, Platinum) and whether or not the Distributor/Reseller provides first level support. 
The system should calculate the discount to be given based on Distributor/Reseller level and first level support

How to achieve this Functionality?
