User Not available to select as a member of AME approver group

A user I want to choose to be in the approver group does not appear.

This user has 2 fnd userids (N20794 and RN20794). Only RN20794 is attached to an employee.  Both have the same email defined.

In wf_roles, the first appears as an fnd_usr and the second as PER  (hr user).  But neither shows up.

If a user has only one userid, they are found.  Only those with two are not found.

Any suggestions?
