Databrowser Security by Environment

We have a PY environment where users have the ability to use databrowser.  We created a new environment PY2 and added that environment to the roles assigned to the same users in PY.  They have access to the new environment but databrowser is not available.

Any ideas on what may be preventing it in the new environment?

We are on tools and apps 9.1.
