External table failed during select

Dear Experts,

Pleae find my database version

Oracle Database 11g Enterprise Edition Release 11.1.0.7.0 - Production

PL/SQL Release 11.1.0.7.0 - Production

"CORE    11.1.0.7.0    Production"

TNS for Linux: Version 11.1.0.7.0 - Production

NLSRTL Version 11.1.0.7.0 - Production

I have create a external table which gets created successfully and I have attached the create script here.

When I am running the select command I am getting the following error

ORA-29913: error in executing ODCIEXTTABLEOPEN callout

ORA-29400: data cartridge error

error opening file /home/applvis/PERSON_EXT_3086.log

29913. 00000 -  "error in executing %s callout"

*Cause:    The execution of the specified callout caused an error.

*Action:   Examine the error messages take appropriate action.
