Unable to download software from Edelivery

HI

I have been trying to download siebel IP15 and IP16 versions of siebel CRM Base from Edelivery for windows 64 bit system using download manager . The download manager shows "download complete" in the selected folder. However The file size is only 9kb and if i try to extract it using winzip or 7.zip , i get an error "it doesnt appear to be a valid archive" I tried the download with multiple browsers but i witness the same behaviour.  can you please help me with it.
