Missing getlocal.exe in Patchset 15 for Siebel IP15 installation image

We have downloaded Patchset 15 for Siebel IP15 and we've created the install image for MS Windows.

The resulting image does not contain file getlocal.exe which is required for installing Local Database, so oracle xe local db installation fails.

As per documentation and previous patchsets, file getlocal.exe is supposed to be found under: <Siebel_Install_Image>\15.15.0.0.patchset15\Windows\Client\Siebel_Tools\Disk1\stage\XE\Utils\Local\

But folder Local under ... \Siebel_Tools\Disk1\stage\XE\Utils does not exist.

Please advise.  Thank you.
