OEM v13 patching the agent prior to deploying agents

We have a new install of OEM v13. New OMS, new repository database. Only a handful of monitored targets, all from simply completing the installation of OMS. We'd like to begin deploying agents to our various nodes. There is a single patch available: p23592254. Is there a way we can install that patch such that is will be in place as we roll-out our agents? Or do we have to apply it after the agent is activated on a target node? Thanks in advance.
